Or there are just no good tactics to use in the current phase of combat (damn you, close combat phase!). The end result is that a general with over 9000! in skill or recon can't make good use of rerolling tactics in combat if, you know, the proper tactic needed to counter isn't available. In actual practice, tactics selection is limited by a whole list of things (division composition, leader skill, library of available tactics from doctrines, and current phase of combat ). It also should let him roll better tactics. This lets that general reroll his tactic if the other side counters his tactic. Hypothetically, the side with better recon gets the initiative in combat (the little initiative upwards arrow on the general's portrait in the battle). Recon in the game (whether from general traits or RECON companies or some other source) gives the side with better recon a 5 point skill advantage when selecting tactics. The way describes is absolutely valid as well and, as I understand it, a lot closer to actual meta. I still like to mix in some "Ambushers" as well, though. Personally, I prefer to pick "Infantry Expert" as I use Infantry to attack a lot and it also help wearing down attackers faster.
